Foreign lawyers who wish to practice in the United States must be admitted to the bar and the US bar system is administered at the state level. This means each of the 52 states sets its own rules for bar admission. Most state jurisdictions have requirements for the exam that either preclude or make it very difficult for the foreign-trained attorney to meet eligibility requirements to sit for the exam. Most foreign law graduates would seeks admission from New York or California where these two states are generally more welcome foreign–trained attorneys than other jurisdictions.
